Frances Mary RUDGARD

ហ្វ្រង់ស៊ីស គឺជានាយកគ្រប់គ្រងនៃអង្គការ Living Arts International (LAI)។ ក្រុមគ្រួសារនៃអង្គការ LAI រួបរួមគ្នាក្នុងជំនឿថាសិល្បៈគឺជាបេះដូងនៃសង្គមសំខាន់ៗទាំងអស់ រួមមានសិល្បៈខ្មែរអមតៈ និង Mekong Cultural Hub (MCH)។ នាងមើលការខុសត្រូវលើការអនុវត្តយុទ្ធសាស្ត្រ ការងារប្រតិបត្តិ និងការអភិវឌ្ឍន៍ភាពជាដៃគូនៅទូទាំង LAI និងដើរតួនាទីយ៉ាងសកម្មនៅក្នុងកម្មវិធី និងការងារប្រតិបត្តិរបស់ MCH ដោយធ្វើការយ៉ាងជិតស្និទ្ធជាមួយក្រុមតូចមួយ និងបណ្តាញដែលមានសមាជិក និងអ្នកសហការជាង 200 នាក់។ ចំណាប់អារម្មណ៍របស់នាងរួមមានការកសាងបណ្តាញ និងការអភិវឌ្ឍន៍ភាពជាអ្នកដឹកនាំ។ មុនពេលចូលបម្រើការងារនៅ LAI ហ្វ្រាងស៊ីស បានធ្វើការឱ្យសហគ្រាសសង្គមដែលផ្តល់សេវាប្រឹក្សាដែលមានតម្លៃទាបដល់អង្គការមិនមែនរដ្ឋាភិបាលថ្នាក់មូលដ្ឋានក្នុងប្រទេសកម្ពុជា និងជាពេលដែលនាងមានទំនាក់ទំនងជាមួយLAI ជាលើកដំបូង។ នាងបានរស់នៅក្នុងទីក្រុងភ្នំពេញរយៈពេលប្រាំបួនឆ្នាំ មុនពេលត្រលប់មកចក្រភពអង់គ្លេសវិញនៅឆ្នាំ 2019 ដើម្បីបាននៅក្បែរគ្រួសារ។ ហ្វ្រង់ស៊ីស បានបញ្ចប់ការសិក្សាថ្នាក់ជាន់ខ្ពស់ ជាមួយបរិញ្ញាបត្រកិត្តយស ផ្នែកសិក្សាវប្បធម៌ពីសាកលវិទ្យាល័យ Leeds និងបម្រើការជាក្រុមប្រឹក្សា- ភិបាលនៃ SAVVY Theatre ដែលជាក្រុមហ៊ុនល្ខោនបរិយាបន្ននៅ Croydon ចក្រភពអង់គ្លេស។

ហ្វ្រង់ស៊ីស បានចូលរួមជាមួយ ស៊ីកាដា ចាប់តាំងពីការបង្កើតម្ល៉េះ ដោយធ្វើការជាមួយនាយកប្រតិបត្តិ និងគណៈកម្មការនាយកលើការរៃអង្គាសធនធាន។ នាងមានការប្តេជ្ញាចិត្តយ៉ាងខ្លាំងចំពោះភាពជោគជ័យរបស់ស៊ីកាដា និងមានទស្សនវិស័យទូលំទូលាយលើវិស័យសិល្បៈរបស់កម្ពុជា។ ចាប់តាំងពីនាងធ្វើការលើកម្មវិធី Living Arts Fellows នៅសិល្បៈខ្មែរអមតៈ នាងបានគាំទ្រអ្នកដឹកនាំសិល្បៈឯករាជ្យក្នុងការធ្វើឱ្យប្រសើរឡើងនូវជីវភាពរបស់សិល្បករ និងវិស័យទាំងមូលផងដែរ។ តាមរយៈបទពិសោធន៍ទាំងនេះ ហ្រ្វង់ស៊ីស នឹងនាំមកនូវទស្សនវិស័យក្នុងតំបន់ និងអន្តរជាតិមកកាន់គណៈកម្មការសមាគម ដែលអាចជួយដល់ការកសាងបណ្ដាញ និងកេរ្តិ៍ឈ្មោះរបស់ស៊ីកាដា។ កន្លងមក នាងក៏បានគាំទ្រស៊ីកាដាលើផែនការយុទ្ធសាស្រ្ត ផែនការគម្រោង និងបន្តជួយក្នុងការសរសេរសំណើផ្សេងៗ។

Frances Rudgard is the Managing Director of Living Arts International (LAI). The LAI family of organizations—united in the belief that the arts are at the heart of every vital society—includes Cambodian Living Arts and Mekong Cultural Hub. She oversees strategy implementation, operations, and partnership development across LAI and plays an active role in MCH’s programs and operations, working closely with a small team and a network of over 200 Fellows and Collaborators. Her interests include network-building and leadership development. Before joining LAI, Frances worked for a social enterprise providing low-cost consultancy services to grassroots NGOs in Cambodia, where she first connected with CLA. She lived in Phnom Penh for nine years before returning to the UK in 2019 to be closer to family. Frances holds a first-class BA Honours in Cultural Studies from Leeds University and serves on the Board of SAVVY Theatre, an inclusive theatre company in Croydon, UK.

Frances has been involved with CICADA since its conception, working with the Executive Director and Development Committee on fundraising. She is deeply committed to CICADA’s success and has a broad perspective on Cambodia’s arts sector. Since her work on the Living Arts Fellows program at CLA, she has supported independent arts leaders in improving the sector and artists’ livelihoods. Her experience at MCH brings a regional and international perspective, adding value to CICADA’s network and reputation. She also supports the Director with strategic and project planning as needed and continues assisting with proposal writing.
