អស់រយៈពេល 12 ឆ្នាំមកហើយដែល ស្ទីវិន ហ្ការហ្កាឌិននិក រស់នៅក្នុងទីក្រុងភ្នំពេញ ប្រទេស កម្ពុជា ជាកន្លែងដែលគាត់បម្រើការជាដៃគូគ្រប់គ្រងរបស់ ក្លាយ៉ាហ៊ែន-KlapYaHandz ដែលជាក្រុមហ៊ុនតន្ត្រីឯករាជ្យដែលមានភាពល្បីល្បាញដោយសារឥទ្ធិពលយ៉ាងខ្លាំងខ្លាលើឆាកតន្ត្រីហ៊ីបហប និងទីក្រុងរបស់ពួកគេ។ តួនាទីរបស់គាត់ គឺផ្តោតលើការអភិវឌ្ឍន៍អន្តរជាតិ ការចែកចាយឌីជីថល ការគ្រប់គ្រងសិល្បករ និងការការពារកម្មសិទ្ធិបញ្ញានៃស្នាដៃសិល្បករ ជាពិសេសនៅក្នុងបរិបទទីផ្សារដែលកំពុងរីកចម្រើន ប៉ុន្តែយន្តការនៃការរក្សាសិទ្ធនេះនៅមិនទាន់ប្រសើរនៅឡើយ។ ក្រៅពីនេះ លោកក៏ជាស្ថាបនិក និងជានាយកសិល្បៈនៃមហោស្រព Jazz អន្តរជាតិ AUDI នៅទីក្រុងភ្នំពេញ និងបានសហការយ៉ាងទូលំទូលាយជាមួយស្ថាប័នវប្បធម៌ក្នុងស្រុក និងអន្តរជាតិផងដែរ។ ស្ទីវិន មានបទពិសោធន៍សរុបជាង 20 ឆ្នាំនៅក្នុងការផលិតតន្ត្រី ការបង្កើតមាតិកាសោតទស្សន៍ និងការសម្របសម្រួលកម្មវិធី ឬព្រឹត្តិការណ៍។
«ក្នុងនាមជាបេក្ខជននៃគណៈកម្មការនាយក សមាគមស៊ីកាដា ខ្ញុំបាននាំយកនូវចំណេះដឹងជាក់ស្តែង ជាក់ស្តែងអំពីបញ្ហាប្រឈម និងឱកាសដែល សិល្បករកំពុងតែជួបប្រទះនៅក្នុងប្រទេសកម្ពុជា ជាពិសេសទាក់ទងនឹងការការពារកម្មសិទ្ធិបញ្ញា ការស្វែងរកប្រាក់ចំណូល និងការរីកសាយទៅកាន់ តំបន់។ ខ្ញុំមានបំណងរួមចំណែកជំនាញរបស់ខ្ញុំ ដើម្បីគាំទ្រដល់ការអភិវឌ្ឍន៍ក្របខ័ណ្ឌនិរន្តរភាពសម្រាប់សិទ្ធិសិល្បករ ការគ្រប់គ្រងសមូហភាព និងការអប់រំវិជ្ជាជីវៈនៅក្នុងឧស្សាហកម្មច្នៃប្រតិដ្ឋ។»
For the past 12 years, Steven Gargadennec has been based in Phnom Penh, Cambodia, where he serves as the Managing Partner of KlapYaHandz, a pioneering independent music label known for its deep impact on the Cambodian hip hop and urban music scene. His role focuses on international development, digital distribution, artist management, and rights protection—particularly in an emerging market context where copyright infrastructure remains fragile. In addition to his executive role, he is also the founder and artistic director of the AUDI International Jazz Festival in Phnom Penh, and have collaborated extensively with both local and international cultural institutions. His background includes over 20 years of experience in music production, audiovisual content creation, and event coordination.
“As a candidate for the CICADA Steering Board, I bring practical, on-the-ground knowledge of the challenges and opportunities facing artists in Cambodia, particularly in terms of copyright, monetization, and regional reach. I aim to contribute my expertise to support the development of sustainable frameworks for artists’ rights, collective management, and professional education in the creative industries.”
